Bills: File 13 or Write A Check?

THE BILL

HB 1004: Health care matters. “Allows a credit against an employer’s state tax liability if the employer has adopted a health reimbursement arrangement. Requires certain employers that claim and are allowed the credit to report certain information to the department of insurance. Provides a credit against state tax liability to certain physicians who have an ownership interest in a physician practice and meet other eligibility criteria. THE CONS

“As you know, Hoosiers already face some of the highest healthcare costs of any state. The last thing we need are proposals, like those in HB1004, which will impose new taxes on healthcare that will negatively impact consumers and employers across our state – while doing nothing to address high hospital costs.
If we fail to hold hospitals accountable for their primary role in our state’s healthcare affordability crisis, we’ll have achieved nothing.
Not only will HB1004’s new taxes result in higher healthcare costs, but the bill also creates a dangerous precedent that could spread across industries.
Healthcare inflation reached an all-time high last year. Hoosiers like me, don’t need new taxes, like those included in HB1004, making healthcare even more expensive.”

THE PROS

HB1004 is designed to bring down costs to the national average, which is 260% of the federal Medicare reimbursement rate. If a nonprofit hospital charges amounts for health care services that exceeded 260% of the federal Medicare reimbursement rate, under HB 1004, the state will assess a penalty against the hospital. Revenue collected from the penalty would be used to pay the state’s share of the cost of Medicaid services.The bill also bans noncompete clauses for physicians while also helping physicians start independent practices.”

We are pleased to see Senators attempt to find the origins, and possibly hold responsible, those who unleashed devastation upon the world through Covid 19. Was it an innocent accident?

U.S. Senators Josh Hawley (R-Mo.) and Mike Braun (R-Ind.) reintroduced the COVID-19 Origin Act of 2023, requiring the Biden administration to declassify intelligence related to any potential links between the Wuhan Institute of Virology (WIV) and the origins of the Covid pandemic.

After thorough internet searches in January of 2020, we discovered several pieces of information that led us to believe Covid was man-made including the genetic sequence. Several other factors influenced our thoughts concerning the Covid outbreak such as lab workers at Wuhan were being treated in October of 2019 for symptoms of Covid19.

We hope this current submitted legislation will help us put an end to rumors and innuendo.

Our public health emergency system is on track to be handed over to the World Health Organization (WHO) by the Biden Administration. WHO is a questionable organization when it comes to loyalty with rumors and some factual evidence that China, WEF, and other USA enemies have major control over the protocols of WHO.

We should be very aware of the implications of signing a “treaty” that transfers our welfare during an emergency to those of another country especially when that includes experimental vaccines and closure of our business world.

With WHO on the verge of global health control which will dictate such things as mandatory vaccines and lockdowns, we tend to look back upon history to see how that organization performed within the same realm in the past. Our government has conducted some research to conclude whether the WHO has divulged all necessary information concerning the last pandemic.

According to the Committee on Oversight and Accountability, a government office, they have “unearthed emails revealing that top virologists warned Dr. Anthony Fauci, the Director of the National Institute of Allergy and Infectious Diseases, that the virus appeared to be genetically engineered and pointed to a lab leak in Wuhan. However, these emails reveal that Dr. Fauci and former NIH Director Dr. Francis Collins may have colluded with scientists to downplay the lab leak theory for their preferred narrative of natural origin.” 

WHO failed to inform and often had conflicting information when dealing with diagnosis, prognosis, and medications concerning Covid19 from the very beginning. In the “zero draft” that all signatories, including the USA, will be required to monetarily fund and abide by, we will “Enhance WHO’s central role as the directing and coordinating authority on international health work, mindful of the need for coordination with entities in the United Nations system and other intergovernmental organizations;” A full copy may be read here.

The WHO goes as far as describing a new type of Sovereignty and Human Right in the zero draft of the “accord” “States have, in accordance with the Charter of the United Nations and the principles of International law, the sovereign right to determine and manage their approach to public health, “provided that activities within their jurisdiction or control do not cause damage to their peoples and other countries.”

We are essentially turning over oversight of our country to an “Organization” outside of the United States that has questionable agendas due to lack of transparency concerning the Chinese Covid outbreak.

The thoughts running through a young girl’s mind during her teenage years can be stressful. Both feelings of responsibility to their parents and the want to preform like an adult surface. When that stress is relieved, anything can happen.


Anything can happen including both good and bad. If children are not given the opportunity to acquire birth control during these years of subordination to their parents, they may rebel or just accidentally get into a situation where they cause their parents to become grandparents in their own home housing everyone. Pregnancy can be a double edged sword; a blessing and a curse.


On the other hand, access to adult paraphernalia to prevent unwanted pregnancy can encourage children to become sexually active before they are responsible adults and could lead to pregnancy if the contraceptive fails.


Constitutionally, the 5th Amendment enforces the right to refuse medical treatment by anyone through Jacobson vs Massachusetts. The 14th Amendment Due Process Clause holds that a person has “significant liberty interest” in the care of their own body.


Parental rights are also established under the 5th and Due Process Clauses. Parental rights include but are not limited to:

  • right to physical custody, which means reasonable visitation with a child and regular contact
  • right to legal custody, meaning the ability to make major decisions about the child’s health, education, and religious upbringing
  • right to pass property to a child via gift or inheritance, and
  • right to a child’s earnings and to inherit from child in the event of death.


If parents have the legal right to make major decisions about the child’s health and morally, legally, and financially responsible, then our right to impose our judgmental thoughts end at that point concerning our opinion of proper medical treatment. Every adult citizen enjoys the protective cover of the significant liberty interest in the health of their body and the body of those whom they are of custody. A minor is not responsible for their offspring. The minor’s parents are responsible.


When we relinquish rights protecting the medical health of our body, we are essentially stating that we no longer have significant liberty interest.

Gun Control laws are ineffective!

In 2020, the gun control laws in Maryland ranked as the 6th strongest in the country but yet Baltimore Maryland was Number 16 in The 20 Most Dangerous Cities in the World in 2022. In the WORLD!

Continually repeating the same ineffective solutions does not keep our children safe!

France is a perfect example of Socialism at the brink of failure. That failure began when citizens begged for taxation, free programs like healthcare, free food, and subsidized housing. You know, those things you are entitled to because, well, simply, because you are alive. Nature does not work like that!

Social taxes account for 37% of French revenue; the OECD average is 26%. Payroll and property taxes contribute 3% and 9%, compared to the OECD averages of 1% and 6%. As a reminder, the payroll tax is very regressive; it consumes a larger share of low and middle class earners than rich people.”
